Just caught this online. Seems the U.S. Government "Might" do a bit more than tighten up security on its computer systems.

And how exactly is this a change in policy?

Military attacks always illegal as one is attacking another country (as the country has its own laws).  Thus launching a missile to a server farm is just as illegal as launching a missile to a fortified bunker.  If you are a hacker in China (where most of the cyber attacks come from), that is not going to happen.

As of in the USA cyber attackers, the FBI has jursidiction, and they do have a long history of executions (of course they do not call it that).

Will this end up being like that episode of star trek,where they randomly choose people to be casualties from a computer virtual war??

I liked the solution to that episode, break the system so they have to go out and do the nasty dirty stuff like killing people. I have no doubt it would work well today if governments were prevented from hiding the ugly stuff.
