Updated cpicker example.

I have been using this toy lately and the extra work to re-pick the colour each time was driving me NUTZ so I have tweaked it to open the full dialog and to remember the selected colour between each time you select the dialog. It starts as black each time you run the exe but remembers the colour while the exe is still running. Added a manifest file and a version control block in the resource section, used Pelle's linker to drop the size by 2 sections which made up for the size increase of the extra resource data.
