GoRC 0.88 fixes codepage problem

Recent versions of GoRC have a codepage problem (as reported by a Polish user).  In ANSI source files, characters above 7Fh were not coming out correctly. This is now fixed. 
I have also added support for definitions to in the MENU statement in a DIALOG resource, an omission reported by Citric.
