Illegal parking IS a problem but so is a police state that can destroy other peoples private property. The more sensible approach is a tow away zone, it has worked for years.
Hutch, where is your sense of humour? Besides, it is a common problem that people above a certain income class (like Russian mafiosi) simply don't care if they are fined. The mayor has at least created a new consciousness about what is right and what is wrong, and I hope he will be re-elected.
Another topic for the Soap Box: What's wrong with the search function? I couldn't find the post so I searched for "prize". Two results, but not this thread. So I repeated the search, and got plenty of results. The problem is not new, the Forum search has always been like this - first attempt not very successful. Is that a problem with the settings or with the SMF software itself?

Funny publicity stun. Altough if they really wanted for vehicles to stop parking they have 2 more serious options.
- Tow the vehicle at the owner expense.
- Take out the license plate. (This works even for diplomats).
Rich or not, unless they are a mental case, the hazzle of going to the police station to recover the vehicle or the license plate will be enough. Especially if you make it so that only the owner of the vehicle can recover it.

i can see a possibility of this scenerio.....
1) his wife is pregnant - he must get her into the delivery room ASAP
2) he parks in the hospital no-parking zone, just long enough to get her inside
3) when he returns, his car is flat as a pancake :bg
