Under the HLA On-line Documentation and Resources heading, is the HLA STDLIB v5 the same as the  HLA Standard Library Manual? I'm asking because I am unable to open the HLA STDLIB v5, but I can open the HLA Standard Library Manual.

this one looks like a recent document.

if you want the absolute up to date library documents, you can find them at sourceforge
http://sourceforge.net/projects/hla-stdlib/files/hla-stdlib-documentation/HTML-RTF%20docs%205.0/

but be advised that some of the changes made at the sourceforge site may not yet be committed to the latest official release of hla and the standard library.
