DirectX 1 shipped with DirectSound
DirectX 3 added DirectSound3D
Windows 98 was the first windows to *ship* with DirectX included as part of initial release, and I think it was DirectX 5 (certainly greater than 3)
Windows 95 may have shipped with DirectX in later revisions, but didnt initially ship with it.
