Why use other things than microsoft products ?

Perhaps it's a bad question , but ....
Ml 9 have an enough set of instructions and can be used for commercial usage.
Visual c++ 2008 is free and have the needed binaries to make asm programms.
sdk is free and provide the needed libraries and documentation.
Why don't use them ???  :dazzled:

The only reason for me is licensing restrictions.  I want to be able to use my tools for whatever I want to do without someone trying to tell me what I can and cannot do, whether or not I would ever do those things they are trying to restrict.

You may have trouble with open source then if you don't like restrictions like being forced to publish your code if you use any open source code. Then you have the restrictions that you cannot use Microsoft code, facilities, redistributables and the like. Every method has its restrictions, just pick the ones you are most comfortable with.
