Beginner's question...

How can I understand what is written within the .inc files and all?  How do I know what all of that does and how to use it? I just can't figure it out. Thanks in advanced.

Windows SDK is right path to follow (almost every API that has PROTO in inc file is well documented in this help system)
You have plenty of choises:
