'Error during process creation'

I was attempting to compile cpuspeed (with GoAsm) on my home machine (win98) under Radasm and got a 'process creation error'.

Everything worked fine on my work machine which is xp sp2.

Is win98 incompatible? Not enough memory? .....

At which step this error occurs ?
1) Compile RC ?
2) Assembly ?
3) Link ?

Do you have the file "GFL.TXT" ?
Try the attached file version of CPUSpeed with GFL.TXT included.
