Every time there is a new version I have to remember how to do the build for it, here is a lazy mans toy that automates it. You need to have the VCTOOLKIT2003 set up and running with all of the necessary libraries in a directory off the root "vctoolkit".

Unzip the JWASM source from Japheth's web site (current version is 205b), place makemake.exe in the same directory and run it. It builds both the compiler and linker response file then writes a batch file to build JWASM from its supplied source. If you open the batch file makjwasm.bat you can change the build options, currently its set on speed rather than size.
