Any html editor will do (or even just do it in a text editor) along with html help workshop from Microsoft.

Basically KompoZer for the HTML and HTML workshop but the latter is a bit crude so I wrote a few console mode toys to automate bits of the HHP and HHC files for the project as the help compiler is not a complete tool.
